Skab gode rammer for nye løsninger og effektivitet i det offentlige – det var overskriften for Produktivitetskommissionens anbefalinger, som kom for et år siden. I forhold til styring og ledelse i det offentlige blev det anbefalet at øge fokus på tydelig ledelse, motivation og trivsel og at skabe bedre sammenhænge mellem medarbejdernes kompetencer, præstationer og løn. I artiklen i nr. 2 af Samfundsøkonomen, 2015 gør vi status. Vi ser på, hvad det nye var i anbefalingerne, om de giver mening, og på evidensgrundlaget bag dem. Derefter diskuterer vi, om der er sket noget siden, og om der kommer til at ske noget nyt i den nærmeste fremtid. Er vi på vej mod en ny tænkning omkring offentlig ledelse, belønning og præstationer, altså en version 2.0, eller er det hele ’gammel vin på nye flasker’?
